Deals with banks stack fees on college students

WASHINGTON (AP) ? It took Mario Parker-Milligan less than a semester to decide that he was paying too many fees to Higher One, the company hired by his college to pay out students' financial aid on debit cards.

Four years after he opted out, his classmates still face more than a dozen fees ? for replacement cards, for using the cards as all-purpose debit cards, for using an ATM other than the two on-campus kiosks owned by Higher One.

"They sold it as a faster, cheaper way for the college to get students their money," said Parker-Milligan, 23, student body president at Lane Community College in Eugene, Ore. "It may be cheaper for the college, but it's not cheaper for the students."

As many as 900 colleges are pushing students into using payment cards that carry hefty costs, sometimes even to get to their financial aid money, according to a report to be released Wednesday by a public interest group.

Colleges and banks rake in millions from the fees, often through secretive deals and sometimes in apparent violation of federal law, according to the report, an early copy of which was obtained by The Associated Press.

More than two out of five U.S. higher-education students ? more than 9 million people ? attend schools that have deals with financial companies, says the report, written by the U.S. Public Interest Research Group Higher Education Fund.

The fees add to the mountain of debt many students already take on to get a diploma. U.S. student debt tops $1 trillion, according to the Consumer Financial Protection Bureau.

Student loans have surpassed credit cards as the biggest source of unsecured debt in America, according to the CFPB, which regulates cards and private student lenders.

Among the fees charged by Higher One, according to its website, is a $50 "lack of documentation fee" for students who fail to submit certain paperwork. The U.S. Department of Education called the charging of such fees "unallowable" in guidance to financial aid officers issued last month.

Higher One founder and Chief Operating Officer Miles Lasater said in an email that the company takes compliance with the government's rules "very seriously," and officially swears that to the government each year.

"We are committed to providing good value accounts that are designed for college students," he said, and students must review the company's fee list when they sign up for an account. He cited a study commissioned by Higher One that declared Higher One "a low-cost provider for this market." The same study found that the median fees charged to the 2 million students with Higher One accounts totaled $49 annually.

Among the fees charged to students who open Higher One accounts: $50 if an account is overdrawn for more than 45 days, $10 per month if the student stops using his account for six months, $29 to $38 for overdrawing an account with a recurring bill payment and 50 cents to use a PIN instead of a signature system at a retail store.

Higher One has agreements with 520 campuses that enroll more than 4.3 million students, about one-fifth of the students enrolled in college nationwide, according to public filings and the U.S. PIRG report. Wells Fargo and US Bank combined have deals with schools that enroll 3.7 million, the report says.

Lane Community College's president, Mary Spilde, said in an interview that the real problem is a "lack of adequate public funding," which forces students to seek financial aid and colleges to find ways to cut costs.

"Many institutions are looking at ways to streamline and to do things that we're good at, which is education and learning, and not banking," Spilde said.

Programs like Higher One's shift the cost of handing out financial aid money from universities, which no longer have to print and mail checks, to fee-paying students, said Rich Williams, the report's lead author.

"For decades, student aid was distributed without fees," Williams said. "Now bank middlemen are making out like bandits using campus cards to siphon off millions of student aid dollars."

Students can opt out of the programs and choose direct deposit or paper checks to receive their college aid, but relatively few do. The cards and accounts are marketed aggressively using college letterhead and websites carrying the endorsement of colleges. Higher One also warns students that it will take extra days if they choose direct deposit or a paper check.

In the end, students feel locked into accounts before they have a chance to shop for a better deal, Parker-Milligan said.

He said that's especially tough for poor students who rely on food stamps and other social services. Those students budget down to the penny, and don't plan on paying a fee when Higher One's ATM runs out of cash, he said.

Offerings by financial companies vary by campus. Some issue checking accounts with debit cards. Others offer prepaid debit cards, which are similar to bank debit cards but can carry higher fees and offer fewer consumer protections.

Often, students' campus ID cards double as payment cards. At the University of Minnesota, TCF Bank issues cards that serve as school IDs, ATM and debit cards, library cards, security cards, health care cards, phone cards, and stored-value cards for vending machines, the report said. TCF also has branches on campus and 25-year naming rights to the football stadium. Its cards charge similar fees, the report says.

Having such visibility on campus is a big benefit for banks seeking exclusive access to an untapped group of potential customers. Many banks are willing to pay universities for the privilege.

Under its contract with Huntington Bank, Ohio State University will receive $25 million over 15 years, plus a sweetener of $100 million in loans and investments for the neighborhoods around campus, the report said. Florida State receives a portion of every ATM fee paid by a student, it says.

It's difficult to get a full picture of how much money the schools are getting because most of them refuse to release their contracts with banks. Only a handful were available to the authors of the report.

Ohio State and Florida State did not immediately respond to requests for comment. The National Association of College and University Business Officers, a trade group involved in the issue, did not respond to multiple requests for comment.

Lane Community College receives no payments under its contract with Higher One, Spilde said. Lasiter said Higher One does not "offer revenue sharing" to colleges that it partners with. However, Higher One does pay some universities under existing contracts, according to the U.S. PIRG report.

Campus card deals have become more popular in part because of recent legal changes that cut into the profits banks can generate from students.

A 2009 law banned credit cards given to students who had no way of repaying. It forced colleges to disclose deals with credit card companies and stopped some forms of marketing, such as offering students free gifts in exchange for obtaining a credit card.

Until recently, banks also made a lot more money from student loans. They extended federal aid to students, and also offered confusingly similar, higher-cost private loans alongside the government programs. Congress cut them out of the equation in 2010.

Neither change affected debit cards. As the recession forced states to slash higher education budgets, companies such as Higher One, Wells Fargo and US Bank approached colleges with an attractive proposition: The companies would assume the cost and hassle of handing out student aid funds, often paying for the privilege.

Few manufacturers have had more humble origins or had less of a chance of surviving. Yet, as Volkswagen?celebrates its 75th anniversary, the German maker now has a solid shot at dominating the automotive world.

While it is no longer a one-model company, Volkswagen AG has become an industry powerhouse covering every segment of the market, from such high-mileage econoboxes as the VW Up! to playthings for the ultra-rich with models like the Lamborghini Aventador and Bentley Mulsanne.

Such a range would have been hard to imagine when the company was founded by the legendary Ferdinand Porsche in May 1937. Better known for his high-performance sports cars, Porsche was charged by Adolph Hitler to develop a small, affordable car for the German masses.? It was to be known as the Volkswagen, or People?s Car. ?It wasn?t until several decades later that the original model came to be known as the Beetle.?

The new company was headquartered in Wolfsburg, an old castle town an hour from Berlin, but the assembly line barely got into operation producing the 990 Reichsmark coupe before production was shifted to support the Nazi war machine.? And there the story might have ended had it not been for British Army Maj. Ivan Hirst.

The Volkswagen bus also had a following among those who preferred going down a road less traveled.

He was assigned to the devastated town shortly after the war ended and given the task of trying to put the VW plant back to work. Buried under the rubble Hirst found a surviving Beetle, painted it green and convinced British occupation forces to place an order for 20,000.? Within just a few years, demand was booming. And desperate for foreign currency, the newly privatized Volkswagen started shipping some of the little cars abroad.

The first to reach the U.S. arrived in 1949.? It was a sort of anti-car, anything but the sort of big, heavy ? and gas-guzzling ? models that American buyers were shopping for in ever increasing numbers. Yet the Beetle resonated with a small community and by the ?60s it became a symbol of the American counter-culture.

Disney's "Herbie, the Love Bug" brought even more popularity -- and sales -- to Volkswagen.

Soon, U.S. sales were nudging a half-million annually. But the German maker was about to face some new competition from Japan and, unable to match the mileage and quality of makers like Toyota and Honda, and unwilling to design products specifically for the States, sales steadily dwindled even as the VW line-up expanded. By the early 1990s, Volkswagen seriously considered abandoning the U.S. market.

It decided to stick it out but shifted attention to other markets, including China where it is today locked into a bitter battle for dominance with General Motors.? It also went on a buying spree, adding new brands like Spanish Seat and Czech Skoda, as well as Italy?s Lamborghini and Britain?s Bentley.?

Collectively, those and Volkswagen AG?s other brands generated a hefty 8.39 million sales in 2011, making the company the world?s second-largest automaker, behind only General Motors but ahead of the previous year?s leader Toyota, which was hurt by Japan?s devastating earthquake and tsunami.? While Toyota has a good chance of regaining its lead in 2012, Volkswagen officials have declared a goal of becoming the automotive world?s king-of-the-hill before the end of the decade.? And their soaring profits should provide the additional product needed to get there.

Meanwhile, the German maker has shifted course in the U.S.? After long ignoring the market and having closed its Westmoreland, Pa., plant more than two decades ago, Volkswagen?last year opened a new plant in Chattanooga, Tenn., to build a version of the midsize Passat sedan designed specifically for the U.S. ?The payoff came quickly, with booming demand suggesting that VW just might meet a goal of tripling U.S. volume ? including the Audi brand ? to 800,000 annually.

(AP) ? "What we have to remember is that we can still do anything," Marina Keegan wrote to fellow Yale University graduates. "... We can't, we must not lose this sense of possibility because in the end, it's all we have."

Three days after the Yale alumna's death in a car crash, her parents, Tracy and Kevin Keegan, said from their Massachusetts home that it was comforting that even strangers were drawing inspiration from their daughter's words as her last newspaper column spread across the Internet.

"I would love my daughter's words, few as they may be, to be shared," Tracy Keegan said. "... That's all that's left of her now, her words."

Yale Daily News Editor Max de La Bruyere said Tuesday that the newspaper put Keegan's print column online as a tribute following her death Saturday on Cape Cod. He said it had gotten 400,000 hits on the newspaper's website after first spreading through Yale students' Facebook and Twitter accounts. The newspaper tracked readers as far away as Asia.

"It's a huge outpouring of sympathy," he said. "People are very moved by it."

The 22-year-old's column talked about anxiety that came with the feeling of losing the web of fellowship at Yale. She said what she wanted out of life was "the opposite of loneliness," and encouraged classmates by saying "the best years of our lives are not behind us."

"It's not quite love and it's not quite community," the English major wrote of her time at Yale. "It's just this feeling that there are people, an abundance of people, who are in this together."

The Keegans said their daughter's boyfriend, 22-year-old Michael Gocksch of Centerport, N.Y., fell asleep at the wheel while driving with her to their family's summer place in Wellfleet on Cape Cod.

The young couple had been to Brookline earlier in the day so their daughter could introduce her boyfriend and fellow 2012 graduate to her grandmother. The couple was heading to a birthday dinner for Keegan's father when she died. Gocksch was hospitalized in stable condition after the crash and later discharged.

Massachusetts State Police are still investigating the cause of the crash, which occurred on Route 6 in the town of Dennis. They said speed wasn't a factor and both were wearing seatbelts. The vehicle drifted off the road and into guardrails on both sides of the road before flipping.

Keegan's parents said she was about to start a job as an assistant to the general counsel at The New Yorker, where she interned last summer and got some of her work onto a magazine blog.

The New York Times also published a piece she wrote after another column she did for the Yale Daily News sparked a debate about why 25 percent of Yale graduates go into finance or consulting instead of pursuing employment more closely connected to their studies and aspirations.

Keegan had been the president of Yale College Democrats. She worked in New Hampshire in the summer of 2008 as one of the youngest paid staffers for the Obama presidential campaign, her parents said Tuesday while looking at a photo of their daughter with the president.

The Keegans spent graduation weekend with their daughter in New Haven, time they said they were grateful for as they prepare for her memorial Saturday at The First Parish in Wayland. They plan to spread her ashes in Cape Cod Bay.

Yale professor and literary critic Harold Bloom said Keegan had become like an adopted granddaughter to him after serving as his research assistant for the past two years. He taught her seminars in Shakespeare and American poetry and called her senior essay about the poet John Keats' influence on author F. Scott Fitzgerald's work "quite publishable."

In August, a musical that Keegan wrote will be staged in New York City as part of The New York International Fringe Festival, fellow 2012 Yale graduate and project collaborator Mark Sonnenblick said.

Called "Independents," the play is about a group of 20-somethings smuggling drugs on a Revolutionary War-era ship while posing as war re-enactors. When the posse's leader disappears, the friends try to become real re-enactors.

Sonneblick, who wrote the show's lyrics, said the script is about transitioning to adulthood and maintaining community and relationships, themes that embodied much of Keegan's writing.

"These are things Marina didn't necessarily have answers for," Sonneblick said. "She took on issues she was concerned about and happened to her and her friends."

The Yale graduate said it like this in her last column: "We're in this together, 2012. Let's make something happen to this world."

British society is going through a crisis which falls on children. There are currently 45,000 foster homes and it is predicted that a further 8,750 ?at minimum, will be needed in 2012.

According to the Fostering Network these statistics show the cause of the collapse of the Foster Care System and are also an indication of social breakdown which puts children at risk and forces the state to look after their well-being.

The State is responsible for the temporary re-homing with foster parents of those children whose future is uncertain.

According to the National Society for the Prevention of Cruelty to Children (NSPCC), over 50,552 children were recorded on the child protection plan in the United Kingdom as of March 2011.

In London alone, around 6,095 children taken into care in 2010 with abandonment and neglect as the main causes, making up 2,885 cases. This is followed by physical and emotional abuse which totalled 2,530 and a total of 230 cases of sexual abuse were recorded.

Children of a very young age ? the majority of which were victims of their own families ? form the group with the highest incidences of such abuse.

Although there are also situations where young children are re-homed for having lost all respect for their parents authority, sometimes behaving violently towards them or others, the family problems where the parents are responsible, are the main cause of ?forced departure? of children and adolescents from their home.

Family and Society

Among the most common cases are those parents with alcohol or drug addictions, attitudes towards domestic violence, emotional and sexual abuse towards children, ill-treatment, family breakdown and child neglect and abandonment.

All of these situations put the well-being and sometimes the life of the children and young people at risk. According to the NSPCC, in the case of sexual abuse, in the period between 2010 and 2011, 17,727 cases in England and Wales were recorded, 37% higher than the previous year. Meanwhile, it was revealed in March of this year, that approximately 50,500 run the risk of being abused.

The report also indicates that the cases of sexual abuse, abandonment and neglect are not fully reported, therefore, figures are estimated to be higher.

As for murders, statistics in England and Wales are averaged at 56 child murders each year.

Furthermore, it is generally estimated that 1 in 10 young people has been abandoned or seriously neglected by their parents during their childhood.

In this scenario, the number of one-year-old children who were the aim of the protection plan last year rose to 4,630.

Consequences

Figures show an obvious decline in family structures in the United Kingdom, which provide emotional and physical stability for children. It is in this reality where the abused and mistreated child develops psychological, behavioural and mental health problems.

Some signs appear when when feelings are expressed in a violent and aggressive manner.

They sometimes develop harmful or self-harm traits such as alcohol or drug addiction or belonging to street gangs.

These are some of the traits of many children and young people who form part of the excessive demand for foster homes in the United Kingdom and who pose a challenge for the system and for those into whose homes they are welcomed.

The Road Home

A child enters into the protection and fostering system when their parents cannot care for them over a period of time, whether it is because the parents become ill and disabled or due to a hospital stay over several weeks or even because of a legal decision to ensure the child?s safety and well-being.

Either way, the foster family become responsible for the day to day care of the child, while the authorities and decisions concerning the child are taken by the state in collusion with the biological parents, until a concrete solution is found.

According to the British Association for Fostering and Adoption (BAAP), in March of last year, the age range of fostered children were found to be 6% for children of a year old, 18% between 5 and 9 years old, 37% between 10 and 15 years old and 21 % were over 16 years old.

The figures are increasing and it is difficult to say if the results are good or bad as every case is different and there are positive and negative experiences.

The Positives and Negatives

The positive effect, in the case of many foster parents, is that of receiving professional guidance and therefore gaining experience in the care of their own children.

For the ?fostered children? they regain their self-confidence, their desire to study, socialise and steer away from violence.? They also recover from physical and psychological damage

One positive example is that of Clare Marshall, who was fostered from the age of 2 and after passing through more than 40 different families, now lives with a long term, stable and secure foster family:?It was difficult in the beginning, but in the end it gave me the inspiration, strength and determination I needed? My carer who I now consider my mum, instilled good values in me and she is the reason I have been successful and have been to university?.

There is also the case of Mark Marcus, who currently works for the BBC in Suffolk and remembers being fostered from the age of 2 or 3.

recalls having good memories of the different families with whom he lived and during the long period until his adolescence he was in contact with one of his brothers.

However, there are also negative effects, deep psychological problems as most do not know what is expected of them or what to expect from their future.

Once they enter into the system, they can change carer as often as necessary, developing antisocial attitudes and feelings and this can even result in suicide.

Such is the case of Andrea Adams, after having left her foster mother, Christine, she was allocated a place to live independently, but her emotional instability and mental health lead her to drug and alcohol abuse. Among several overdoses, incidents of self-harm and having reported being repeatedly raped, Andrea could not go on and chose to end her life at only 18 years of age.

Despite these psychological problems being evident before starting the fostering programme due to prior traumatic experiences such as sexual abuse, the constant change of home affects the child?s mental health, their youth and it even has effects when they leave the fostering programme.

The behavioural and emotional traumas can lead to murder, such as what happened in June 2011 when a youth stabbed his foster mum, Dawn Mackenzie in Hamilton, South Lanarkshire, after working as a foster family for 8 months with her husband.

In this way, the negative effects and the failure in the system seem to be becoming even more common.

In fact, a recent article in the Guardian relays some statistics concerning the outcome of those who complete the fostering programme, but it is not very encouraging. According to the article, a third of them sleep on the street, a fifth do not have a home, they represent half of all prisoners under 25, 25% are unemployed for a short period after leaving school and many end up in prostitution. Only 6% manage to reach university compared to over a third of the general population.

Fostering in Time

While family and social breakdown in the United Kingdom seems to have gained momentum over recent years, foster families have not always had the same significance, though it is a practice which dates back over 400 years.

In fact, as the writer, Samuel Johnson tells in his book A Journey to the Western Islands of Scotland (1775), the use of this practice was customary among relatives, normally landowners and intermediate social strata.

Being a foster family was an honour for the confidence which derived from it.? The child was delivered with an asset, normally cows, which would generate money to help with their upbringing.

Once the fostering period, which generally lasted 6 years, came to an end, the child was returned to their parents with the same cows as well as half of the income which it would have generated.? Therefore, the outcome was positive for the child and both families.

However, it has changed from being a custom to being a problem, as nowadays a foster home ?is needed every 22 minutes?. This is the reason for the recent campaign by the Fostering Network? which estimates that 8,750 new foster families and carers are needed this year.

Becky Burk had to introduce herself twice Friday morning. "I'm Becky Burk," she said, smiling. "Actually, it's Dr. Becky Burk."

Burk was one of more than 500 University of Colorado health professionals to receive their diplomas Friday at the University of Colorado Anschutz Medical Campus.

Graduates and faculty were forced to hold onto their hats and tassels as gusty winds blew through the Boettcher Commons. But the blustery morning did not stop the sun from shining on the smiling faces of doctors, dentists and nurses eager to take the next step.

This class was the first to spend all four years at the Aurora campus.

University of Colorado president Bruce Benson wished graduates good luck before each school was recognized.

"Stay focused on what is important, and finish what you start," Benson said. "People want leaders. So if you see a void, fill it."

Elated parents, family members and friends smiled as they watched the graduates stand up for recognition.

The Class of 2012 included 141 students from the School of Medicine, 176 students from the Skaggs School of Pharmacy and Pharmaceutical Science, 156 students from the College of Nursing and 67 students from the School of Dental Medicine.

Each school recognized each graduate during smaller ceremonies later Friday morning.

After the large ceremony, graduates walked to their families, where they were welcomed with hugs, smiles and plenty of waiting cameras.

Burk joined her family near the back of the commons.

There, she hugged her parents and posed for a photo with her new husband. The two got married three weeks ago. They leave today for their honeymoon in Germany and France.

Burk, originally from Philadelphia, will continue on with her internship and residency at the University of Colorado Hospital.

"It's exciting," Burk said. "I'm excited to move on and take those next steps."

Hurricane Bud nears Puerto Vallarta

Hurricane Bud lost some strength as it moved closer to Mexico's Pacific Coast and was forecast to hit land south of the popular tourist town of Puerto Vallarta Friday night, the U.S. National Hurricane Center said.

Bud weakened overnight from a powerful Category 3 storm, but it's dangerous as a Category 2 with 110 mph winds. And it's expected to dump heavy rains in several states in western Mexico, threatening floods and landslides.

The government of Jalisco state prepared hundreds of cots and dozens of heavy vehicles like bulldozers that could be needed to move debris.

Officials in Puerto Vallarta said they were in close contact with managers of the hundreds of hotels in the city in case tourists needed to move to eight emergency shelters. It said the sea along the city's famous beachfront was calm, but swimming had been temporarily banned as a precaution.

At Mexico's largest Pacific port of Manzanillo, skies were overcast and rainy before the forecast landfall.

The hurricane is the Pacific's first of the 2012 season.

"Hurricane conditions are expected to reach the coast within the hurricane warning area this afternoon," the center said in an advisory.

Located about 105 miles southwest of Manzanillo, the hurricane was moving north-northeast at around 8 mph and Mexico's government issued a hurricane watch along the coast from Punta San Telmo to Cabo Corrientes.

Bud is expected to soak the states of Michoacan, Colima and Jalisco and southern Nayarit with around 6 to 8 inches of rain.

In some places, the storm could dump as much as 15 inches of rain.

"These rainfall amounts could produce life-threatening flash floods and mudslides," the center said. "Preparations to protect life and property should be rushed to completion."

Most of Mexico's oil platforms and exporting ports are in the Gulf of Mexico and affected by storms in the Atlantic, where forecasters are expecting a "near normal" hurricane season this year with up to 15 tropical storms and four to eight hurricanes.

South Africa Churches Protest Building Moratorium

Cape Town congregations face shortage of worship buildings.

Pastors in Cape Town, South Africa, want the city to take a second look at a moratorium on building new churches that both parties signed two years ago.

The moratorium ended a crackdown on churches illegally built on city land; city administrators agreed to stop demolishing illegal churches as long as no more churches were built without approval.

But now the Western Cape Christian Ministers Forum (WCCMF) alleges that many of the 2,000 churches it represents are using houses for church services because the city is not providing land agreements for new churches in a timely manner, The West Cape News reported.

?There is land available,? WCCMF coordinator Derrick Mtsolo told the newspaper. ?[But] the city takes too long to give the land to our churches.?

However, the City of Cape Town Property Management Directorate says it has worked regularly with the WCCMF to identify viable sites for church structures.

While it is our conclusion that a correction is not in order, we do want to make a clarification and we offer it here: Mayor Noam Bramson has stated that he was not aware of any such conference, never intended to go and never said publicly or privately that he planned to attend.

I think activists in New Rochelle and other cities, counties and towns need to ask their municipal leaders:? Are anyone going to attend Rio+20 on behalf of our community?? Regardless of the answer, ask them to defund the travel budget for this event.? There?s other needs in the community to fulfill:? Schools, roads, traffic lights etc.? KITTERY, Maine (AP) ? Investigators have begun their damage assessment and investigation following a fire aboard a billion-dollar nuclear-powered submarine being overhauled at Maine's Portsmouth Naval Shipyard in a dry dock.

A shipyard spokeswoman says the USS Miami was ventilated to remove smoke Friday and people were allowed into the fire-damaged forward compartments.

U.S. Sens. Susan Collins of Maine and Jeanne Shaheen of New Hampshire say the Navy has dispatched three investigative teams to the Kittery shipyard.

The fire started Wednesday night. It damaged several rooms, including the command and control center, but spared the sub's nuclear propulsion.

It's not yet clear whether the sub can be salvaged or what caused the blaze.

The USS Miami cost about $900 million when it was built. The newest attack subs are about $2.6 billion.
