WWE's "Ace of Belts" Dave Millican's 10 favorite championship titles

Dave Millican has been crafting championships all of his life. Long before he became the man responsible for many of the WWE titles you see today, the ?Ace of Belts? was dreaming up his own designs in the front of the family television.

?When I became a fan as a kid in the ?70s, we didn?t have everything kids have today like video games and replica titles,? Millican told WWEClassics.com. ?So I had to make my own.?

Starting out with makeshift titles built out of cardboard and aluminum, the young Tennessee native later graduated to heavier metal and better materials. When Millican wanted the real deal, he looked up Reggie Parks, the man who was making the championships used on television. Parks was a Canadian grappler who had a brief stint as a WWE referee before settling in Tuscon, Ariz., to establish his title manufacturing business in the 1980s. Over the following decades, Parks created the titles well-known to many wrestling fans and influenced Millican, who was eager to learn.

?He once said to me, ?I?m not going to be around forever. There needs to be somebody that?s honest and going to put out quality work,? ? Millican said. ?He held my hand through the process. I?m where I?m at thanks to Reggie.?

Today, Parks and Millican have a business partnership, but Reggie?s last titles for WWE were created during WWE?s New Generation heyday of 1996. More than a decade later, Millican became WWE?s go-to craftsman after asserting himself in the business by creating titles for organizations like Ring of Honor and New Japan Pro Wrestling.

?I?ve made championships for companies all over the world, and when WWE came to me a few years ago, that?s when it all came full circle,? Millican said.

Since 2008, the ?Ace of Belts? has been responsible for the redesigned copper WWE Tag Team Championships, the World Heavyweight Championship, the relaunched ?classic? Intercontinental Title and the dynamic NXT Championship. In addition, his workshop collaborated with Orange County Choppers to create the brand spanking new WWE Championship.

Millican is a walking encyclopedia of wrestling title knowledge, and his expertise as a craftsman makes him the current foremost authority on championships. WWEClassics.com recently asked him to select the 10 most beautiful championship belts in the history of wrestling ? in no particular order, of course.

As Millican said, ?It?s like asking me to choose my favorite child.?

Dubai-based district cooling firm Empower has said that it anticipates saving 350MW of energy by the end of 2013.

According to the company, district cooling systems can help save up to 50% of total power consumption compared with conventional cooling which has allowed them to record a power saving of 320MW through 2012.

Empower CEO, Ahmad Bin Shafar, said: ?District cooling systems have many benefits, and they are very efficient in power consumption, which is absolutely crucial in this region.?

The firm has said that it now has 400,000RT (refrigeration tonnes) of cooling capacity and had connected a total of 320 buildings by the end of 2012. Customers of the firm ? corporate and individual ? rose to 21,000 through last year.

?With Dubai?s population rising each year and billions of dirhams worth of new projects in the pipeline across the emirate, Empower can help accommodate the future district cooling demand of a wide variety of consumers while contributing to the same economic growth of Dubai,? Bin Shafar added.

In the Middle East region, air conditioning accounts for around 70% of total power consumption. Dubai?s own energy consumption has been rising rapidly ? recording a 7.1% average increase through the first quarter of 2013 on the same period last year. Demand on the grid through January of this year rose to 2,142GW, from 2,009GW last year.

Mayor Bloomberg Announces Winners of the First Ever NYC Innovative Nonprofit Award

Mayor Bloomberg, Deputy Mayor for Health and Human Services Linda I. Gibbs and Center for Economic Opportunity Executive Director Kristin Morse today announced the winners of the first ever NYC Innovative Nonprofit Awards, which support pioneering local nonprofits that exhibit creative approaches and exemplary program implementation.

First place was awarded to Green City Force's Clean Energy Corps, a program that propels young New York City Housing Authority residents toward employment or college by combining a national service model with job training. Second Place went to Center for Family Life in Sunset Park's Cooperative Development Project, which organizes worker-run cooperatives to help immigrant residents launch and grow competitive small businesses. More than 50 organizations submitted proposals for the award, which are funded by Harvard University's John F. Kennedy School of Government. The Mayor made the announcement at Gracie Mansion.

"These organizations have proven records of improving lives in their communities, helping set New Yorkers on a path toward greater economic mobility," said Mayor Bloomberg. "New York City continues to invest in innovative solutions to difficult challenges, and we are committed to supporting nonprofits that are doing the same."

"Today we celebrate the work of true pioneers among New York City's local nonprofits," said Deputy Mayor Gibbs. "These organizations have data-driven results and their recognition is well deserved."

"CEO launched this competition to source new ideas as we continue to innovate in the fight against poverty," said CEO Executive Director Kristin Morse. "We are delighted to honor Green City Force as the first ever recipient of this award, as they demonstrated a creative combination of education, employment and community service to develop a dynamic program for NYCHA youth."

"The NYC Innovative Awards are a wonderful way to highlight the brilliant work happening in our communities by nonprofit organizations," said Immigrant Affairs Commissioner Fatima Shama. "I'm delighted that Center for Family Life's Cooperative Development Project has been recognized for energizing and growing the immigrant entrepreneurial spirit through their cooperative project."

A total of $30,000 in cash prizes, funded by Harvard University's John F. Kennedy School of Government and awarded by the Center for Economic Opportunity, went to first and second place winners to expand successful programs, improve data infrastructure and evaluation analytics, foster new collaborations or enhance promotional and enrollment materials. The Center for Economic Opportunity supports new and more effective approaches to reducing poverty and the first ever Innovation Award was designed to identify new ideas. The Center for Economic Opportunity CEO will work with City partners to explore additional ways to support the evaluation or expansion of these effective programs. The winners were chosen after 10 finalists were reviewed by the 2013 NYC Innovative Nonprofit Awards Selection Committee. Chaired by Center for Economic Opportunity Executive Director Morse, the Selection Committee was composed of academics, City officials, and national nonprofit and philanthropic leaders.

First Prize ($20,000) ? Green City Force's Clean Energy Corps

Clean Energy Corps engages NYCHA residents between the ages of 18 and 24 on six-month environmental projects to educate on sustainability issues and provide critical work experience. Clean Energy Corps teams led the construction of Planters Grove at Lillian Wald Houses in 2011, an 8,000 square foot green space featuring a stormwater irrigation system.

Green City Force has produced a 78 percent graduation rate and a 65 percent job placement rate. On average, participants have achieved a full grade point increase in math or English. Following a two-week orientation, participant teams mobilize on community projects focused on energy efficiency, green infrastructure or urban agriculture. Each Friday is devoted to Green City Academy, a classroom component where participants learn environmental science, intensive math, career development, and technical skills. The program offers intensive follow-up over two years after graduation.

Located in Cobble Hill, Brooklyn, Green City Force serves NYCHA youth who hold a GED or high school diploma but may lack the job skills, work experience or academic performance to secure career-track employment. Launched in 2009, Green City Force supports some of the key goals of PlaNYC?New York City's sustainability blueprint. Clean Energy Corps has served as a model for Americorps's national Clean Energy Service Corps, and has presented at the Clinton Global Initiative.

Second Prize ($10,000) ? Center for Family Life in Sunset Park's Cooperative Development Project

Cooperative Development Project organizes worker-run cooperatives to support immigrant residents of Sunset Park as they launch competitive small businesses in their community. Co-op members work with Project staff to develop a business plan and manage their enterprise. During training, participants learn the fundamentals of business administration, workers' rights, customer service training and workplace safety. After launch, projects offer member businesses ongoing training in back office support, recordkeeping, and bilingual communication.

One co-op project named "We Can Do It!" earned total revenues of $958,726 in 2012, with the average member earning over $22 per hour. Center for Family Life, a program of SCO Family of Services, has presented the program to the United Nations and developed trainings for other organizations to replicate the model in immigrant communities citywide.

Eight programs were semifinalists in the competition:

  • Center for Court Innovation ? Red Hook Community Justice Center is the nation's first community court that addresses the underlying factors that can lead to criminal behavior. It has reduced recidivism for adult and juvenile participants by 10 percent and 20 percent, respectively.
  • FEGS Health and Human Services ? The Academy provides young people aging out of foster care with holistic services, combining education, employment and housing assistance with mentoring support and guidance. Nearly 70 percent of participants have made education gains or career progress, or remain in the program working toward these goals.
  • Food Bank for New York City ? Virtual Volunteer Income Tax Assistance (VITA) installs remote tax preparation services to community-based organizations, providing off-site VITA services at additional locations low-income communities. The remote program has helped to generate more than $1.9 million in tax refunds for clients.
  • Neighborhood Trust Financial Partners ? Credit Union Extension embeds trusted financial advisers in community development credit unions to provide financial counseling to members. Over 60 percent of participants substantially increase their credit scores.
  • Opportunities for a Better Tomorrow ? Ireland says not to blame for Apple's low tax rate

By Conor Humphries and Padraic Halpin

CORK/DUBLIN (Reuters) - Ireland said on Tuesday it was not to blame for Apple Inc's low global tax payments and had no special rate deal with the company after the U.S. Senate said it paid little or no tax on tens of billions of dollars in profits stashed in Irish subsidiaries.

The Irish government, which has seen the luring of U.S. multinationals with low taxes as a key part of its economic policy since the 1960s, said its system was transparent and other countries were responsible if the tax rate paid by Apple was too low.

"They are issues that arise from the taxation systems in other jurisdictions, and that is an issue that has to be addressed first of all in those jurisdictions," deputy prime minister Eamon Gilmore told national broadcaster RTE on Tuesday.

In a 40-page memorandum released ahead of an appearance by Apple Chief Executive Tim Cook before Congress on Tuesday, a Senate subcommittee identified three subsidiaries that have no tax residency either in Ireland, where they are incorporated, or in the United States, where those companies are managed.

The main subsidiary, a holding company that includes Apple's retail stores throughout Europe, has not paid any corporate income tax in the last five years, the report said.

Apple's arrangement has allowed it to pay just 1.9 percent tax on its $37 billion in overseas profits in 2012, despite the fact that the average tax rate in the countries of the Organisation for Economic Co-operation and Development (OECD), its main markets, was 24 percent in 2012.

The report said "Ireland has essentially functioned as a tax haven for Apple".

Gilmore said Ireland was pursuing the issue of international tax avoidance "very strongly" at the European Union and the OECD, which is spearheading initiatives.

The issue will be discussed at a meeting of European Union officials on Tuesday, he said.

The Senate report said a subsidiary with a mailing address in Cork, Ireland's second-largest city, received $29.9 billion in dividends from lower-tiered offshore affiliates from 2009 to 2012, comprising 30 percent of Apple's global net profits.

It said it exploited a difference between Irish and U.S. tax residency rules.

"NO SPECIAL RATES"

Apple said in a comment posted online on Monday it did not use "tax gimmicks". It said the existence of its subsidiary Apple Operations International in Ireland did not reduce Apple's U.S. tax liability, and the company would pay more than $7 billion in U.S. taxes in fiscal 2013.

A number of U.S. multinationals including web search leader Google, online retailer Amazon.com and coffee chain Starbucks have come under criticism for arranging their affairs in a way that leaves them liable to low rates of tax on billions of dollars of overseas sales.

Apple's auditor, Ernst & Young, which also audits Google and Amazon.com, declined immediate comment.

According to the congressional report, Ireland had also agreed a special 2 percent rate for Apple's Irish taxable profits instead of the normal 12.5 percent.

Ireland's European Affairs minister Lucinda Creighton, denied this.

"There is no such deal. There is no deal for any company to pay 2 percent corporate tax in Ireland - that is erroneous," said Creighton, a barrister by profession.

A spokesman for Ireland's finance department said Ireland's tax system was statute based, so there was "no possibility of individual special tax rate deals for companies".

A spokeswoman for the Office of the Revenue Commissioners said she could not comment on individual cases as that would breach taxpayer confidentiality, but she also denied that the tax authority agreed special low tax rates with multinationals.

"All companies in Ireland pay the standard 12.5 percent rate on their trading profits arising in Ireland, and they pay a corporation tax rate of 25 percent on their Irish non-trading income," she said.

Unemployed Cork local Tom Falvey, 55, who got 10 weeks' work attaching cladding to the exterior of Apple's three-storey headquarters in the early 1990s, said Ireland's jobless would pay the price for any rise in taxes.

"The companies will just say 'take a jump' and move somewhere else more obliging. Our unemployment is high enough as it is," he said, as he walked his dog past the sprawling complex 5 kilometers (3 miles) from the city center.

FISCAL ATTRACTION

Apple said last year it would add 500 more people to its Cork workforce of 2,800.

Ireland's pro-business tax structures have attracted U.S. multinationals including Google, Microsoft and Facebook, big employers who have helped offset an unemployment rate stuck above 14 percent, but its low corporate tax rate of 12.5 percent has drawn criticism elsewhere in Europe.

The government regularly touts its success in attracting international investment as one of its main achievements, and multinationals, which account for almost 10 percent of Ireland's workforce, have taken the sting out of austerity measures prescribed under an EU/IMF bailout by creating jobs.

U.S. firms invested $30 billion in Ireland last year, more than in China and the rest of emerging Asia combined, according to the American Chamber of Commerce.

In the 1960s Ireland turned around its economy by attracting foreign businesses with tax holidays. After joining what later became the European Union, it was no longer able to do this and instead shifted to a system of low tax rates - currently 12.5 percent - and a light touch approach to tax administration that allows companies to reduce their effective rate much lower.

A raft of mainly U.S. companies have taken advantage of Ireland's tax regime to minimize their tax bills.

Microsoft's Irish base, along with another operation in low-tax Singapore, helped the company pay tax of just 9.4 percent on $21 billion of non-U.S. earnings last year. Google channels most of its overseas profits through Ireland, a practice that allowed it to pay tax at a rate of just 2.6 percent on $6 billion of foreign profits in 2012.

Patrick Coveney, the chief executive of Greencore, one of Ireland largest companies, told RTE radio that it was politicians across the world who were responsible for these tax treaties and tax structures.

"I find it frankly a little frustrating that it is them who are piling in and criticizing international traded businesses who are merely availing of the tax environment that they have put in place," said Coveney, a former president of the Dublin Chamber of Commerce.

Opera for Android drops the beta, available on the Play store now

If your ears perked up when you heard about Opera for Android going WebKit, but were holding out for the final, non-beta version, then that wait is over. More recent features of the browser include the option to toggle the nav-bar location, text-wrapping when zooming and a full screen view of active tabs, but beyond that, the "what's new" section on the download page isn't saying much. So, while it's mostly the Opera we saw back at MWC, tools such as off-road mode (for data compressing) and a discovery mode are finally set for primetime. Ready to let Opera take the stage on your Android? Get your tickets at the source.
