China cuts bank reserve requirement

China's central bank said Saturday it would cut commercial banks' reserve requirement ratio by 0.50 percentage points from February 24 to ease restrictions on lending, state media reported.

The reduction by the People's Bank of China in the amount banks must hold in reserve will bring the ratio for most large banks to 20.5 percent, effectively increasing the amount they can lend, Xinhua news agency reported.

The move is a sign the government is continuing to ease restrictions put in place to curb surging inflation and property prices, and follows the central bank's last cut announced on November 30, which took effect on December 5.

"This RRR cut is very good news to the market. It will help release liquidity and allow banks to extend more loans," HSBC economist Ma Xiaoping told Dow Jones Newswires.

Ma estimated the cut would probably release about 400 billion yuan ($64 billion) liquidity.

"The cut reflects that stimulating economic growth is currently the government's priority. January's batch of data like new yuan loans and total social financing figure reflected downside risks to the economy," Ma said.

State-owned lenders issued 738.1 billion yuan in new loans in January, down by 288.2 billion yuan or 28 percent from the same month last year and well short of analyst forecasts for one trillion yuan.

Chinese banks typically ramp up lending at the beginning of the year to avoid losing quotas issued by regulators and the effects of changes in monetary policy.

Analysts said the weaker-than-expected data partly reflected the earlier than usual Lunar New Year holiday in January, and the government's still tight restrictions on credit.

Credit restrictions have fuelled an explosion in underground lending as private firms borrowed money at high interest rates from informal lenders after being rejected by big banks who favour other state-controlled enterprises.

Annual inflation hit a higher-than-expected 4.5 percent in January, the highest level in three months, but analysts said it was distorted as consumers splashed out on food and gifts ahead of the Lunar New Year.

China, anxious about rising living costs, has pulled on a variety of levers to curb price rises over the past two years, including restricting the amount of money banks can lend and hiking interest rates.

Prior to the reserve requirement ratio cut in December, the Chinese central bank had raised it six times in 2011, and raised benchmark lending and deposit rates three times.

Britain reportedly joins dash for oil in Somalia

Britain is secretly seeking oil-drilling rights in Somalia as it offers the beleaguered country humanitarian and security aid, The Guardian of London reported Saturday.

But al-Qaida-backed terrorists and other Islamist groups say they will fight against any Western powers drilling for oil in Somalia.

Last week, British Prime Minister David Cameron hosted a 55-nation international conference that ended with promises of aid for the country he said was for two decades ?torn apart by famine, bloodshed and some of the worst poverty on earth."


The summit, the Guardian reported, followed a surprise visit by British Foreign Secretary William Hague to Somalia?s capital, Mogadishu, ?where he discussed "the beginnings of an opportunity'' to rebuild the country.

The Guardian said that?away from the summit, British and Somali officials held talks about Somalia?s oil reserves.

Abdulkadir Abdi Hashi, minister for international cooperation in Puntland, north-east Somalia, told the Guardian, "We have spoken to a number of UK officials, some have offered to help us with the future management of oil revenues. They will help us build our capacity to maximise future earnings from the oil industry."

Hashi said Somalia would talk to BP ?at the right time? about technology needed to explore Somalia?s oil reserves.

Last month the Canadian company Africa Oil began exploration in the Puntland, the first drilling in Somalia for 21 years.

Hashi, who the Guardian said made the deal with Africa Oil, said the first oil was expected to be extracted within the next "20 to 30 days."

Africa Oil and its partners in the two Puntland licenses, Australia's Red Emperor and Range Resources, are targeting prospective resources of over 300 million barrels of recoverable oil.

The Guardian story comes amid reports from Reuters that an Islamist militia group in the semi-autonomous Puntland ?merged with the al Shabaab rebel group, which wants to scrap the licenses of Western oil and gas firms drilling in Puntland.

The al Qaida-backed insurgents used Twitter to declare all oil and gas exploration and drilling licenses nullified. While they do not hold the administrative control in the region needed to enforce their demand, the militants could?target installations operated by Western oil companies, Reuters said.

The union comes as the insurgents are being weakened, relinquishing ground to African Union troops around the Somali capital, Mogadishu, and losing territory to Kenyan and Ethiopian forces in parts of southern and central Somalia.

Puntland security officials have previously said the Islamist militia camped out in the Golis hills outside the port city of Bosasso is led by Yasin Khalid Osman.

"I ... the leader of Golis ranges Islamists have signed an agreement with al Shabaab leader Sheikh Muktar Abu Zubeir. We are now al Shabaab," a voice identifying itself as Osman said in an audio recording on al Shabaab's website.

"I urge residents to take part in the jihad against the Christian invaders and the Somali infidels that work with them," he said, referring to the foreign troops inside Somalia.

Osman rarely makes statements, and it was not immediately possible to verify his voice.

These estimated figures are often wrong but we nonetheless establish spending patterns for years to come based upon this guesswork.

Industry Scenarios: One level up from revenue predictions is the prediction of industry scenarios in which we try and guess what are competitors are likely to do in the future.

Strategic Planning: The most complex level of predictions takes place in strategic planning. Most high-performing businesses set annual and long-term objectives and develop plans to meet those objectives. Resource planning, financial planning, market planning, sales planning and project planning all depend upon how well businesses predict the future in their strategic plans.

One of the problems with these business tools is that businesses end up developing ?planned reactions? to guessed-about future events instead of creating their own plans. A second problem is that businesses usually measure the success of these ?planned reactions? based upon whether or not they produce the predicted results.

Scientists working to build a better leaf

Researchers are analyzing the molecular pathways that plants use for photosynthesis.

Researchers have been trying for decades to improve upon Mother Nature's favorite solar-power trick?? photosynthesis ? but now they finally think they see the sunlight at the end of the tunnel.

"We now understand photosynthesis much better than we did 20 years ago," said Richard Cogdell, a botanist at the University of Glasgow who has been doing research on bacterial photosynthesis for more than 30 years. He and three colleagues discussed their efforts to tweak the process that powers the world's plant life today in Vancouver, Canada, during the annual meeting of the American Association for the Advancement of Science.


The researchers are taking different approaches to the challenge, but what they have in common is their search for ways to get something extra out of the biochemical process that uses sunlight to turn carbon dioxide and water into sugar and oxygen. "You can really view photosynthesis as an assembly line with about 168 steps," said Steve Long, head of the University of Illinois' Photosynthesis and Atmospheric Change Laboratory.

Revving up Rubisco
Howard Griffiths, a plant physiologist at the University of Cambridge, just wants to make improvements in one section of that assembly line. His research focuses on ways to get more power out of the part of the process driven by an enzyme called Rubisco. He said he's trying to do what many auto mechanics have done to make their engines run more efficiently: "You turbocharge it."

Some plants, such as sugar cane and corn, already have a turbocharged Rubisco engine, thanks to a molecular pathway known as C4. Geneticists believe the C4 pathway started playing a significant role in plant physiology in just the past 10 million years or so. Now Griffiths is looking into strategies to add the C4 turbocharger to rice, which ranks among the world's most widely planted staple crops.

The new cellular machinery might be packaged in a micro-compartment that operates within the plant cell. That's the way biochemical turbochargers work in algae and cyanobacteria. Griffiths and his colleagues are looking at ways to create similar micro-compartments for higher plants. The payoff would come in the form of more efficient carbon dioxide conversion, with higher crop productivity as a result. "For a given amount of carbon gain, the plant uses less water," Griffiths said.

Making the grid more efficient
Anne K. Jones, a biochemist at Arizona State University, wants to make use of the power that goes to waste during photosynthesis. On a sunny day, a plant's molecular machinery generates more electrons than the Rubisco carbohydrate-producing engine can handle. "A lot of those electrons get thrown away," she said.

In this sense, photosynthesis is like "a badly connected electrical grid," Jones said. She's studying ways to use biological nanowires to transfer the extra energy from the light-harvesting cell into another cell that's genetically engineered to produce fuel or food. The nanowires would be analogous to electrical transmission lines, distributing power from one part of the grid to another.

Jones said filaments found on the surface of many bacterial species, known as pili, could be adapted for this purpose. Other researchers have already been looking into using those filaments as the basis for bioelectronic circuits.

"Components in future systems need not even be biological, so long as they interface with the wires developed in this project, paving the way for hybrid biological/inorganic photosynthetic systems," Jones explained in an abstract for her presentation.

Creating an artificial leaf
Jones' research meshes with Cogdell's efforts to adapt the chemistry of photosynthesis ujsing synthetic biology. Cogdell's project, backed by Britain's Biotechnology and Biological Sciences Research Council, is aimed at developing an artificial leaf that produces a dense, portable fuel you could put in your car.

"We would aim to produce hydrocarbon fuel from carbon dioxide," he said. His favorite candidate is terpene, the main ingredient in the plant resins that are today distilled into turpentine. Under the right conditions, terpene behaves "rather like octane," Cogdell said.

He envisions a process in which carbon dioxide and water are chemically processed to produce a scummy sheen of terpene, which could be skimmed off and turned into fuel. Even though the end product is a hydrocarbon, the process would be carbon-neutral because of the CO2 capture, Cogdell said.

"We can't do it yet, but we have a dream," he told me.

Whether the future belongs to artificial leaves, or nanowired bacteria, or turbocharged rice, all these researchers believe that coming up with a better way to turn sunlight into energy is a crucial challenge for the next generation. They estimated that there was only a 30- to 50-year window for completing the transition from the fossil-fuel era to the age of total renewable energy.

Griffiths said the next generation will need more food as well as more fuel. He referred to the "green revolution" that has transformed global agriculture over the past half-century, and added that "what we now need is a new green revolution for the next 50 years."

Cogdell echoed that view: "This is one of the grand challenges that mankind faces," he said.

News and Society Blog-Economics: Why Small Government Is Better

I've written at length about what I see as the biggest need in the United States today: renewing limited government. Why? Because the strength and prosperity of free people throughout the world depends on limited government in the U.S. The more government grows, the more the economy shrinks, taking down with it the freedom, prosperity, and strength of all free nations.

As we've seen dramatically played-out on the global economic stage these past few years, big-government socialism does not work. The United Kingdom's iconic former prime minister, Maggie Thatcher, once famously pointed out that the trouble with socialism is that, eventually, you run out of other peoples' money. Unfortunately, for the past twenty-plus years (with great acceleration in the past three), the U.S. federal government has been operating as though that were not so... when they know Maggie was right.

When Europe consolidated and its member nations accelerated the growth of their big-government socialist states, they set their feet on a path of unavoidable disaster. The struggling economies in places like Greece and Spain, figuring their losses would be covered by the European Central Bank and the union's stronger economies, spent heavily on entitlements and "green jobs" boondoggles. Sound familiar? The collapse of those economies, and the accompanying street violence, should be dramatic teaching moments that drive home the venerable Ms. Thatcher's lesson.

George W. Bush was roundly criticized for rolling up more U.S. government debt than all previous presidents combined. However, Barack Obama has left him in the dust, debt-wise, making Bush just one more president in the long line of previous presidents, all of whom put together did not manage the enormous spending spree that has characterized Obama's administration.

And how has that worked out? The U.S. economy is now on life support itself, and can no longer effectively bail out the socialist governments overseas. As America falls deeper into the trap of its own making, and begins "printing" more and more money to pretend to cover its (and the world's) shortfalls, the trouble will accelerate. Experts say a global crash is on the way, and that things will get much worse before they get better. If you haven't yet taken measures to protect your income and wealth - starting a business, investing in precious metals, getting smart about the global conspiracy against private wealth - the time is now.

It's also now time, urgently, to renew limited government in America. The nation's founders would've been dismayed at the rampant growth of the federal government after this past century-plus of "progressive" statism. As Maggie Thatcher's contemporary, Ronald Reagan, said, government is not the solution to our problem - government IS the problem. The good news is that we will eventually find our way back to strength and prosperity, but that will only happen after we do the only thing that will really make the economy grow: shrink the government.

Limit the legislators to finite terms and to concise bills that require them to debate and vote on every fifty-or-so pages. Limit the amount of money the government can tax out of the economy, the amount it can spend, and the amount it can borrow... tie those limits to the growth and strength of the private sector. Limit bureaucracies in terms of how many government workers they can hire, and how many pages of regulation they can enact to boat-anchor the economy.

Even in what I call the semi-private sector, where institutions have grown up to do the government's bidding without standing for election, limits are needed. Limit the lawyers: no more ridiculous big-money punitive damage settlements. Limit the unions: link to their companies' profit margin the amount of money they can collect, and the amount they can use to "buy" politicians and legislation. Limit the academic "statist factory:" make professors re-apply for tenure every five or six years. And limit the Federal Reserve: audit this non-federal non-reserve, often, and force it to link the currency once again to precious metals so inflation does not ruin the nation.

The Founders believed that government is best which governs least... and they were right. Small government is better than big government... because only when the power truly rests with the free people are strength and prosperity truly possible. "Wealth," in a socialist or collectivist society, is consolidated into the hands of the powerful central government. Any wealth left to the private citizenry is always an illusion.

Franciscan Daniel P. Horan, OFM, helps us wrestle with these issues, drawing on St. Francis? spirituality, in the newly released Dating God: Live and Love in the Way of St. Francis.

In an interview I did with the friar in the Franciscan Media offices last month, Brother Dan, who has taught at Siena College, has led retreats with young adults and who writes for the blog ?Dating God: Franciscan Spirituality for the 21st Century,? stressed that the desire, the uncertainty,?the passion and time set aside with those most important to us should resemble our relationship with God.

?One of the things that I want to stress from the book,? he says, ?is that we become so focused on our relationship with God as different from that of other people, whether it?s our spouse, our friends, our co-workers.

?But,? Dan says, ?our relationship with God is a human relationship like it is with anything else.?

He pointed to different images people use to understand their relationship with God: parent, brother, guide on a journey or, as some Christian mystics have suggested, lover. But he stressed that any image we use for God, who is so different from us, ?will be helpful for some people and not for others.?

But while many Christians speak about loving God, oftentimes that love seems devoid of connection, of real relation to our lives, of intimacy, of the impossibility of anything but difference between us and the divine.

The image of dating for Brother Dan is one way to break through that. ?This will allow somebody to think about God as somebody we can relate to, not unlike somebody we are dating.

?And in good relationships, dating relationships, when you?re getting to know somebody, we?re very excited and energetic about that,? he says. ?The same is true about God.?

But it becomes ?unnerving ? to pause and think about somebody who knows all of the deep, dark secrets of our hearts and at the same time knows the joys of our lives.

?So what this book I hope does,? he says, ?is get people to a good glimpse of what Francis and Clare of Assisi and their followers offer us in way of inspiration, wisdom and insight in helping us to understand our relationship to God in a contemporary way in the 21st century.?

Purple squirrel goes free, leaving mystery behind

We may never know what made the purple squirrel of Jersey Shore purple, but experts don't doubt that it really was a squirrel of a different color.

"It's not typical, but it's not impossible," said Harold Cole, a warden with the Pennsylvania Game Commission who investigated the case.

Percy Emert, a resident of the town in central Pennsylvania, said he and his wife caught the squirrel on Sunday in a trap, using peanuts as bait.

"At first I thought somebody around here was playing tricks," he said. The family took pictures of the animal in its cage and posted them on Facebook. Then, on Tuesday, they set the squirrel free.

The pigment really hit the fan once the online pictures were featured on AccuWeather's website. Now the Purple Squirrel has its own Facebook page with more than 3,800 fans. It didn't hurt that a "purple squirrel" also happens to be engineering slang for an impossibly ideal job candidate.

The only problem is that beyond the Emerts and their friends, no one actually saw the squirrel or was able to study it. The family did hang onto some of the fur that was left behind in the cage, along with some tail trimmings ? and they gave those samples to Cole when he was called to the scene.

Cole said the hairs could be passed along to a lab for an analysis, but the game commission itself won't be pursuing the case any further. As purple as it is, the squirrel doesn't appear to pose a hazard or be suffering from disease.

"The squirrel looks healthy in the picture there, except that he doesn't want to be in that cage," he said.

The Pennsylvania purple squirrel wasn't happy about being kept in a cage.

Cole also doesn't think the Emerts dyed the critter, which would be illegal. But he wouldn't rule out the possibility that someone else may have colored the squirrel previously to keep track of it. In fact, there are several possible explanations for the purpleness.

One is that the squirrel?picked up a purple?stain in the course of its perambulations. In 2008, a purple squirrel was sighted near a school in England, and experts suggested that the animal got into some discarded containers of printer ink toner. AccuWeather meteorologist Henry Margusity joked that the Pennsylvania squirrel "could have been looking for somewhere warm and fallen into a Port-a-Potty or something similar."

Cole said it's also possible that the squirrel ingested something that lent a purple tinge to the fur ? maybe the local pokeberries, maybe an industrial compound, maybe even a food containing purple pigment. The game warden pointed to the example of flamingos, which get their pink or orange color from the food they eat.

Unless the purple squirrel makes a reappearance and gets a scientific going-over, the case will remain up for debate, much like the fabled Minnesota sighting of 1997. In the meantime, Harold Cole and Percy Emert are continuing to field phone calls and press inquiries about the mystery ? so much so that Emert's wife, Connie, is sorry that the poor critter was caught in the first place.

"She just wishes we let it go," Percy Emert said.

Inside Gaming: Miami Casino Bill Killed, Super Bowl Win for Sports ...

And the Fertitta brothers, once facing bankruptcy and the end of their casino dreams, are planning to resume majority ownership of Station Casinos by buying JPMorgan's stake in the company for $73 million.

Florida Legislature Delays Discussion of Expanded Gaming, Postponing Miami Complex

Vegas gets a reprieve as plans to develop a casino mega-complex in Miami, Florida, hit the skids in the state legislature last week. Genting Bhd., an Asian gaming giant, recently making its presence felt in the U.S., had been pushing for the legalization of full casino gambling, but the House Business and Consumer Affairs Subcommittee in the Florida House of Representatives postponed a vote on the bill and is not expected to return to the issue until 2013.

Genting has said it expects to take $1 to $2 billion in annual revenue from Las Vegas. Las Vegas Sands Corp. has also been campaigning to expand Florida gaming and will go head-to-head with Genting for the Miami license if legalization occurs. Sands was against a change to the bill that gave licensing power to a state department of gaming control instead of an independent commission. Wynn Resorts Ltd., Caesars Entertainment Corp., and MGM Resorts International have also shown interest in the South Florida market.

Committee chairman Doug Holder called the bill incomplete, and Rep. Erik Fresen, one of the bill's authors, asked the committee to postpone the vote. The issue has divided Florida interest groups, with some excited about the possibility of huge tax payments and others, including Walt Disney Co. and the Florida Chamber of Commerce, adamantly opposed. The Seminole Tribe, which operates five casinos in Florida, and race track owners also lobbied against the gaming expansion. Supporters of expanded casino gaming are hoping that postponing the bill until after an election year will make it easier to secure votes.

Genting wanted to build a $3.8 billion casino-resort and purchased 30 acres, including the site of the former Miami Herald building, for which it paid $236 million, and the Omni Center hotel, which it bought for $206 million.

Genting, which has been lobbying around the clock to change the law and then win the bid for a Miami license, made $629,529 in political contributions to Florida lawmakers in the last seven months of 2011. More than half went to the state Republican Party. After the committee's decision, Genting stressed that the issue was not dead and would be revisited as soon as possible.

Underdog Super Bowl Victory a $5 Million Win for Nevada Sports Books

The New York Giants weren't the only surprise winners of Sunday's Super Bowl XLVI. Nevada sports books came out on top, as well, despite last week's fears that a Giants win would cost them millions. The Giants started the National Football League championship game as three-point underdogs and defeated the New England Patriots 21-17.

Nevada's 184 sports books recorded $93.9 million in wagers and profited more than $5 million for a win percentage of 5.4 percent. Last week, as Inside Gaming reported, sports books were concerned that a Giants win would be very expensive because the Giants had been as much as 100-1 underdogs to win the Super Bowl on bets taken two and three months ago. Although the take would have been higher if the Patriots had won by more than three, sports books were still able to turn a profit since the bulk of the wagers made over the weekend favored the Patriots, as did several six- and seven-figure bets. Cantor Gaming, which runs sports books for several Las Vegas casinos, reported accepting one wager of $1 million and two of $500,000.

"The late rush was on the Patriots, which bailed us out," said Jimmy Vaccaro, director of sports operations at Lucky's Race & Sports Book. "It wasn't as bad as it was three days [before the game]. The Patriot money did show."

The win percentage of 5.4 percent beat last year's cumulative win percentage on all sporting events of 4.86 percent. It was a far better game for sports books than last year's Super Bowl when books made $700,000 on a handle of $87.5 million. Sunday's game brought in the second largest one-game handle in history. The record handle of $94.5 million was wagered on the Super Bowl in 2006, when the Pittsburg Steelers defeated the Seattle Seahawks. Sports books made the most money in 2007, when the Indianapolis Colts' victory of the Chicago Bears netted books $12.9 million. The only recent sports book loss on the Super Bowl was in 2008 when the Patriots fell to the Giants despite being favored by a spread of more than 10 points.

Post-Bankruptcy, Fertittas to Regain Majority Ownership of Station Casinos

Station Casinos LLC minority stakeholders Frank Feritta III and Lorenzo Fertitta announced this week that they plan to invest another $73 million in the company to buy out another shareholder. The purchase brings the brothers' combined interests to 60 percent, enough to give the family majority ownership. They will buy out JPMorgan Chase Bank N.A., which acquired a 15 percent equity stake in Station last year as part of bankruptcy proceedings.

"Frank and Lorenzo Fertitta's new investment into Station Casinos LLC demonstrates their continued commitment to the company as well as their belief in the Las Vegas locals market," said Station spokesperson Lori Nelson.

With the additional investment, the brothers will have put a total of $273 million into the company since Station filed for bankruptcy in 2009 after the locals' casino market was slammed by the economic and housing crises. At the time, Station had more than $6 billion in debt. At the end of 2011, debt was around $2.5 million.

Station was emerging from bankruptcy in 2010 when four of the largest Station properties were foreclosed on by Deutsche Bank and JPMorgan Chase. As part of the deal, Station maintained an equity stake and in the properties and continued to manage them. The Fertittas bought Green Valley Ranch for $500 million in a separate deal. They also own the incredibly profitable Ultimate Fighting Championship.

On Monday, Station disclosed its 2011 financials, which show a tiny improvement over 2010. Net revenue in 2011 came in at $1.178 billion compared to $1.114 billion in 2010. Earnings before interest, taxes, depreciation, and amortization (EBITDA) was $284 million, $4 million more than in 2010.

In other Fertitta news, last week the family's online gaming company, Fertitta Interactive LLC, applied to the Nevada Gaming Control Board to be licensed as both an Internet poker site operator and online gaming service provider. "We support the regulation of online poker," said Lorenzo Fertitta in the company's press release. "Our industry leading software has a track record of complying with the strictest regulations in jurisdictions around the world."

GOP vows to reverse Obama birth control policy (AP)

WASHINGTON ? Republicans vowed Wednesday to reverse President Barack Obama's new policy on birth control, lambasting the rule that religious schools and hospitals must provide contraceptive coverage for their employees as an "unambiguous attack on religious freedom in our country."

The White House pushed back in the face of a political firestorm, arguing that Obama was sensitive to the objections and looking for a way to allay the concerns. Democratic women lawmakers put up a united front in defending the administration.

"Women's health care should not depend on who the boss is," said Illinois Rep. Jan Schakowsky.

The fight over the administration mandate escalated as House Speaker John Boehner accused the administration of violating First Amendment rights and undermining some of the country's most vital institutions, such as Catholic charities, schools and hospitals. He demanded that Obama rescind the policy or else Congress will.

"This attack by the federal government on religious freedom in our country cannot stand, and will not stand," Boehner, a Catholic and Ohio Republican, said in a floor speech rare for the speaker.

The contentious issue has roiled the presidential race and angered religious groups, especially Catholics, who say the requirement would force them to violate church teachings and long-held beliefs against contraception.

It also has pushed social issues to the forefront in an election year that has been dominated by the economy. Abortion, contraception and any of the requirements of Obama's health care overhaul law have the potential to galvanize the Republicans' conservative base, critical to voter turnout in the presidential and congressional races.

Clearly sensing a political opening, Republicans ramped up the criticism. Shortly after Boehner spoke, GOP senators gathered on the other side of the Capitol to hammer the administration and insist that they will push ahead with legislation to undo the requirement.

Sen. Kelly Ayotte, R-N.H., called the new rule "an unprecedented affront to religious liberty. This is not a women's rights issue. This is a religious liberty issue."

The issue is not contraception, said Sen. Marco Rubio, R-Fla., but "whether the government of the United States should have the power to go in and tell a faith-based organization that they have to pay for something that they teach their members shouldn't be done. It's that simple. And if the answer is yes, then this government can reach all kinds of other absurd results."

Several Senate Democrats said they would challenge any effort to reverse the policy.

Sen. Barbara Boxer, D-Calif., pointed out that for about 15 percent of women, birth control pills are used to treat endometriosis and other conditions.

"It's medicine and women deserve their medicine," she said.

The White House, facing a public and political outcry, engaged in damage control, circulating letters and statements from outside groups defending its position.

Administration officials had signaled on Tuesday that a compromise was possible and made clear Wednesday it was still looking for a way to deal with the issue.

"The president is committed, as I've tried to make clear, to ensuring that this policy is implemented so that all American women have access to the same level of health care coverage and doing that in a way that hopefully allays some of the concerns that have been expressed," said White House spokesman Jay Carney, who added, "We're focused on trying to get the policy implementation done in the right way."

Options could include granting leeway for a church-affiliated employer not to cover birth control, provided it referred employees to an insurer who would provide the coverage.

Another idea, previously rejected by the administration, calls for broadening the definition of a religious employer that would be exempt from the mandate beyond houses of worship and institutions whose primary purpose is to spread the faith. That broader approach would track a definition currently used by the IRS, bringing in schools, hospitals and social service agencies that deal with the general public.

Republican White House hopefuls Mitt Romney and Newt Gingrich have been relentless in assailing the administration, criticizing the president at campaign stops. Romney has accused Obama of an "assault on religion" and Gingrich called the rule an "attack on the Catholic Church."

But Romney has drawn criticism from his GOP rivals and the White House over policies when he was Massachusetts governor.

In late 2005, Romney required all Massachusetts hospitals, including Catholic ones, to provide emergency contraception to rape victims. Some Catholics say the so-called morning-after pill is a form of abortion.

Romney said he did not support the Massachusetts law, which passed despite his veto. But he also said at the time, "My personal view, in my heart of hearts, is that people who are subject to rape should have the option of having emergency contraception or emergency contraception information."

White House spokesman Jay Carney seized on that policy at his daily briefing Wednesday.

"The former governor of Massachusetts is an odd messenger on this given that the services that would be provided to women under this rule are the same services that are provided in Massachusetts and were covered when he was governor," Carney said.

He called it "ironic that Mitt Romney is criticizing the president" for a policy that Carney described as identical to the one in place in Massachusetts.

Boehner said that if the administration fails to reverse the policy, then Congress will act. He said that in the coming days, the House Energy and Commerce Committee will move ahead on legislation.

A group of House Democratic women sought to frame the issue in economic and health terms, arguing that birth control reduces health costs and stops unintended pregnancies.

In a conference call, Rep. Lois Capps, D-Calif., who said she spoke as a nurse, mother and grandmother, pointed out that 28 states have similar rules on coverage for birth control. Schakowsky pointed out that the rule affects nurses, secretaries and janitorial staff who may not be Catholic.

Rep. Gwen Moore, D-Wis., said the church "can't impose its religious views on people and whether they can have health care."

But not all Democrats backed the administration. Tim Kaine, a Catholic seeking the Senate seat in Virginia, said he supports contraceptive coverage but thinks there should be a broader exemption for religious organizations. He made the comments in a radio interview Tuesday with the "HearSay with Cathy Lewis" program on WHRV in Hampton Roads, Va.

Sen. Joe Manchin, D-W.Va., who faces re-election in November, sent a letter to Obama complaining that the mandate is a "direct affront to religious freedoms."

Rep. Dan Lipinski, D-Ill., said in January that the decision "violates the long-standing tradition of protection for conscience rights in federal law."
