FORTUNE -- Turning a blind eye to the wrongdoing of colleagues has become the norm at many financial services firms. Despite the MF Global debacle, the rogue traders at UBS and Societe Generale, the subprime mortgage mess, and Goldman Sachs' tarnished reputation, most corporate employees continue to withhold information about misconduct by colleagues on issues they know are wrong, until it turns into a major financial imbroglio, according to a recent study.

In fact, employees do not report 50% of observed misconduct. And even when unethical behavior is reported, 60% of managers said they'd only divulge information to a senior executive if the impact of the case exceeded $1 million, according to a 2011 study of 500,000 employees at 150 companies (many, but not all, financial services firms) over four years, conducted by Corporate Executive Board, an Arlington, Va.-based consulting firm.

The improper conduct goes unreported because people "fear retaliatory action, including losing their job, failing to get promoted, failing to get a bonus," explains Thomas Monahan, chairman and CEO of Corporate Executive Board. Many employees expect that the misconduct will be buried under the table and no action will be taken. Indeed, companies have failed to create a healthy, ethical culture where people feel "they will not be retaliated against and the company will go and do something" about the wrongdoing, Monahan suggests.

When illegal practices go unreported at a financial services firm, the stakes are high. Firms face significant fines and legal costs, reputation damage, and tightened regulatory scrutiny. Fines of $100 million have been leveled against companies that have defied the U.S. Foreign Corrupt Practices Act, says Monahan.

Why would it take a one million dollar loss to influence staff to blow the whistle on an illegal practice? Monahan says, "People need to be highly convinced that this is a potential catastrophe to take the risk." Otherwise, they'll stay mum and avoid the threat to their career stability.

Managers are no different from employees, often choosing to squelch rather than report illegal incidents. They also fear retaliation and being blamed, justifiably or not, for the wrongdoing. "Will I be a pariah if I bring these issues to bare?" they wonder, Monahan argues.

"The most important thing companies can focus on is, 'How do you make it okay for someone to feel comfortable sharing negative information?'" Monahan notes.

For companies to change their culture and encourage wrongdoing to surface, Monahan says leaders must communicate "preemptively" to let staff know that unethical actions are going to happen at times, but if they surface these issues they will be protected. He says they should also describe what action was taken to resolve any ethical lapses and spread the word. Monahan also argues that managers need to penalize or dismiss employees that commit unethical acts.

Corporate Executive Board has come up with an "Integrity Capital" scale, which rates companies based on six components, including clarity of expectations, encouraging staff to speak up, trust in colleagues, direct manager's leadership, openness of communication, and tone at the top. Royal Bank of Canada (RBC) scored in the top quartile on these rankings. Ironically, on April 3, 2012, the Commodity Futures Trading Commission accused the RBC (RY) of fabricating bogus trades to generate ample tax benefits. RBC has denied the charges and all wrongdoing.

How could RBC staff have allegedly committed these acts despite creating an atmosphere of strong integrity? Monahan says an organization's culture can establish norms and regulate behavior, but it's not a perfect system. "Culture often fails to drive the behaviors of rogue employees' intent on breaking the rules," he says. RBC declined to offer comment for this story.

Roy Smith, who teaches ethics at NYU's Stern School of Business and was a former general partner at Goldman Sachs (GS) from 1966 to 1987, says that most of the scandals have taken place at the major financial services firms that do risky trading, not at regional banks that generally avoid exotic financial products like derivatives. The nature of trading, which involves the assumption of risk and betting on financial instruments, doesn't fit easily into a simple ethical code. While most trades are legal, a certain percentage of traders will take shortcuts and try to get an edge on a deal and may overstep ethical boundaries

When a financial firm's compliance staff warns traders about going too far or skirting the edge of what's legal, a trader's typical response is, "'Don't tell me what I can't do. Tell me how to do it,'" Smith says. Traders have a fiduciary responsibility to their customers, but they are always looking to gain the upper hand on their trading partners, and that can turn into evading the rules.

For all trades to be vetted properly, Smith says, "You'd need one group of people [traders] using the accelerator and legal and compliance using the brake." Following every ethical rule and nuance would lead to firms cancelling, limiting, and restricting traders, and that's not likely to happen.

Smith says his ethics class doesn't focus on teaching morals, which he says wouldn't be effective, but instead concentrates on looking at ethics as a leadership issue. "If you work at a company and don't impose standards on those who work there, you'll have anarchy and no standards," he says.

Since money often talks louder than ethics training, making it a part of compensation makes sense. Perhaps people have to be rewarded for citing wrongdoing. "Companies reward people for risk adjusted profit," Monahan notes. After all, he says, speaking up against wrongdoing helps the bottom-line in the long run.

CARSON, Calif. (AP) - The Los Angeles Galaxy have acquired defender David Junior Lopes from Chivas USA in a trade for midfielder Paolo Cardozo.

Southern California's two MLS clubs made the deal Tuesday.

The Galaxy hope to bolster their struggling defense with the addition of Lopes, a well-traveled Brazilian veteran who signed with Chivas last August and appeared in eight games. Lopes hasn't played for the Goats this season.

Cardozo was the Galaxy's first-round pick in the SuperDraft last year. He made regular appearances for Los Angeles last season, but has played in just one game this spring.

The Galaxy are the defending MLS champions and two-time winners of the Supporters' Shield, but they're off to a 1-3-0 start. They're in last place in the Western Conference despite their star-studded roster.

Robert Pozen: An Intermediate Approach to the Auditor Rotation Issue

In March the Public Company Accounting Oversight Board (PCAOB) held hearings about whether to require public companies to change (or "rotate") their external auditor periodically. Similarly, the European Union has proposed mandatory auditor rotation every six or 12 years.

Mandatory auditor rotation is designed to address a potential conflict of interest between a public company and its auditor. Because an auditor is hired and paid by the public company it audits, the auditor's desire to maintain a good relationship with its client could conflict with its duty to rigorously question the client's financial statements.

Advocates of mandatory rotation generally object to the historic coziness between auditors and the management of public companies: the auditors of almost 36 percent of all companies in the Russell 1000 have held that position for 21 years or more. These advocates cite two specific benefits of replacing the auditor every five or 10 years: a term limit for an auditor's engagement with a company would decrease the auditor's incentive to ingratiate itself with management, and furthermore, mandatory rotation would keep the current auditor on its toes, since it would fear that a new auditor would expose any previous errors or omissions.

On the other hand, public companies have vigorously argued that the benefits of mandatory rotation are outweighed by its costs. Because multinational corporations are very complex, an auditor must develop company specific knowledge to fully understand the company's finances. Mandatory rotation would quickly erode this institutional knowledge, reducing audit quality and increasing costs.

In addition, critics point out that mandatory rotation undermines the role of the audit committee in overseeing the audit process, as expanded by the Sarbanes Oxley Act. That Act made the auditor report to the independent audit committee, which now has the power to appoint and terminate the auditor.

Given these competing arguments, I favor a compromise proposal requiring the independent audit committee to periodically issue a request for proposal (RFP) for the audit engagement, but allowing the existing auditor to bid on the RFP. This proposal would reap most of the benefits of auditor rotation without imposing many of the costs.

Even if the existing auditor usually wins the RFP, the bidding process raises the probability that the audit committee would appoint a new auditor. This would encourage the existing auditor to maintain its professional skepticism more vigilantly. The existing auditor would be worried that any deficiencies in its audits would be discovered if a new auditor were subsequently engaged.

Yet an RFP requirement would not impose large costs on a public company from switching its auditor every five or 10 years. The existing auditor would be replaced only if the audit committee decided that this change met a cost/benefit test in the context of that particular company.

Most importantly, an RFP process would reinforce the critical role of the independent audit committee in the eyes of the external auditor, especially one with a longstanding relationship to the same company. The RFP process would make it clear that the independent directors on the audit committee, not company management, were in charge of choosing the auditor and supervising its work.

Nevertheless, commentators are likely to raise three practical questions about this RFP proposal.

1. How often should the audit committee be required to issue a RFP?

In my view, the answer is every 15 years. This period would allow an audit firm enough time to gain the expertise it needed to understand the complexities of a global company. This period would also be long enough to warrant a serious effort by other large audit firms in responding to these RFPs. Audit fees for 15 years might even persuade one or two middle-size audit firms to develop the capability of auditing multinational companies.

2. Will there be enough firms bidding on the RFP other than the existing auditor?

Even if only one firm other than the existing auditor responds to the RFP, that should be sufficient to obtain most of the benefits of a competitive bidding process, as shown by the bidding for many large defense contracts. Of course, audit firms cannot perform both audit and non-audit services for the same public company. But the regulators could allow any qualified firm to respond to a RFP as long as the firm stopped the non-audit services if it won the RFP for the audit.

3. Will the RFP process make audit firms more likely to fold on tough accounting issues?

With a periodic RFP process, the auditor would make great efforts to serve the needs of the audit committee, not company management. Thus, the RFP process would make the existing auditor to be more responsive to the audit committee -- exactly what we want. With the RFP process in mind, the auditor would be more likely to alert the audit committee to close questions on financial reporting and possible areas of debate with company management.

In short, mandatory audit rotation as a blanket rule is probably not cost effective. Instead, the PCAOB should require the audit committee to issue a RFP for the auditor engagement every 15 years, but allow the existing auditor to participate in the bidding process. This process would enhance the auditor's willingness to make tough calls and reinforce its primary allegiance to the audit committee.

?We will be requiring the energy companies to provide an estimated ?1.3bn a year of support for energy efficiency in our homes with at least ?540m to fund energy saving improvements in the worst off homes.

?It is shameful that the UK still has so many families unable to heat their homes. By delivering lasting improvements, each year this money will help 180,000 of the poorest households make their homes cheaper to heat for good.?

Alongside discounts on energy bills, the Winter Fuel Payment and financial support if it gets really cold, the Energy Company Obligation will be available to help the fuel poor heat their homes to a healthy level more affordably by installing insulation or new boilers. The recently published Hills Review found targeted energy efficiency policies are the key to effectively tackling fuel poverty.

The Energy Company Obligation will now target support, worth an estimated ?540m every year, to fund energy saving improvements in the worst off households.

This includes:

• Around ?350m a year to deliver heating and insulation measures to around 270,000 low income and vulnerable households by 2015, helping them to heat their homes to a healthy level and demonstrating our commitment to tackling fuel poverty. This will focus assistance where fuel poverty rates are highest, and ensure help is available for those most in need.
• In light of responses to the recent public consultation on the Green Deal we are considering ways to provide more targeted support for the lowest income homes. This could mean that for those living in the poorest areas, including in social housing, specific support worth around ?190m a year will be available from the energy companies to upgrade homes and flats with loft and cavity wall insulation, as well as other insulation measures, to make them warmer and cheaper to run.

Also:

• Increase the eligibility criteria for the Affordable Warmth element of the ECO, for example to include low income households on working tax credit so that more fuel poor families can be helped.
• A large proportion of the Energy Company Obligation will still be targeted at solid wall insulation, but support will be opened up for more measures than before ? including hard to treat cavity walls. And where solid wall or hard to treat cavity insulation is being installed this can be accompanied by other measures which reduce heat loss from a property, such as glazing and draught proofing.
• Energy companies will be allowed to carry forward overachievement against their targets under the current Carbon Emissions Reduction Target (CERT) and Community Energy Saving Programme (CESP) and count it towards their ECO targets.
• These changes will help smooth the transition for the insulation industry between current schemes and the Green Deal. We will continue work with this industry to see if there is more we can do to help them manage the impacts of the transition.

US helps Pakistan search for 135 buried in snow

ISLAMABAD (AP) ? The U.S. sent a team of experts Sunday to help Pakistan search for 135 people buried a day earlier by a massive avalanche that engulfed a military complex in a mountain battleground close to the Indian border.

At least 240 Pakistani troops and civilians worked at the site of the disaster at the entrance to the Siachen Glacier with the aid of sniffer dogs and heavy machinery, said the army. But they struggled to dig through some 25 meters (80 feet) of snow, boulders and mud that slid down the mountain early Saturday morning.

Pakistani army spokesman Gen. Athar Abbas said Sunday evening that it was unclear whether any of the people who were buried are still alive. At least 124 soldiers from the 6th Northern Light Infantry Battalion and 11 civilian contractors are missing.

"Miracles have been seen and trapped people were rescued after days ... so the nation shall pray for the trapped soldiers," Abbas said in an interview on Geo TV.

Pakistani army chief Gen. Ashfaq Parvez Kayani visited the site Sunday to supervise rescue operations.

The U.S. sent a team of eight experts to Islamabad to provide technical assistance, said the Pakistani army. Pakistan will consult with the team to determine what help is needed to expedite the rescue operation.

The American assistance comes at a tense time between the two countries and could help improve relations following American airstrikes in November that accidentally killed 24 Pakistani soldiers at two posts along the Afghan border.

Pakistan retaliated by closing its border crossings to supplies meant for NATO troops in Afghanistan. The Pakistani parliament is currently debating a new framework for relations with the U.S. that Washington hopes will lead to the reopening of the supply line. But that outcome is uncertain given the level of anti-American sentiment in the country.

The avalanche in Siachen, which is on the northern tip of the divided Kashmir region claimed by both India and Pakistan, highlighted the risks of deploying troops to one of the most inhospitable places on earth.

The thousands of soldiers from both nations stationed there brave viciously cold temperatures, altitude sickness, high winds and isolation for months at a time. Troops have been posted at elevations of up to 6,700 meters (22,000 feet) and have skirmished intermittently since 1984, though the area has been quiet since a cease-fire in 2003. The glacier is known as the world's highest battlefield.

Abbas, the army spokesman, said the headquarters that was buried was located in an area previously believed to be safe. At an altitude of around 4,500 meters (15,000 feet), it is the main gateway through which troops and supplies pass on their way to more remote outposts.

More soldiers have died from the weather than combat on the glacier, which was uninhabited before troops moved there.

Conflict there began in 1984 when India occupied the heights of the 78-kilometer (49-mile)-long glacier, fearing Pakistan wanted to claim the territory. Pakistan also deployed its troops. Both armies remain entrenched despite the cease-fire, costing the poverty-stricken countries many millions of dollars each year.

Pakistan and India have fought three wars since the partition of the subcontinent on independence from Britain in 1947. Two of the wars have been over Kashmir, which both claim in its entirety.

VATICAN CITY (AP) ? Pope Benedict XVI implored the Syrian regime Sunday to heed international demands to end the bloodshed and expressed hope that the joy of Easter will comfort Christian communities suffering because of their faith.

Benedict, struggling with hoarseness and looking tired, celebrated Mass on Christianity's most joyous holy day on the flower-adorned steps of St. Peter's Basilica, before a crowd of faithful that swelled to far over 100,000 by the end of the 2-hour-long ceremony.

Only hours earlier the pontiff, who turns 85 on April 16, had led a long nighttime vigil service in the church. There have been concerns over his health, and he has recently used a cane in public appearances. He no longer walks down the basilica's long aisle, traveling instead aboard a wheeled platform pushed by aides.

At the end of Sunday's Mass, Benedict moved to the basilica's central balcony to read his Easter message "to the entire world," as he put it, delivering a ringing appeal for peace in Iraq, Syria and elsewhere in the Middle East, and in Africa, citing coup-struck Mali and Nigeria, where Christians and Muslims alike have been hit by terrorist attacks.

"May the risen Christ grant hope to the Middle East and enable all the ethnic, cultural and religious groups in that region to work together to advance the common good and respect for human rights," the pope said.

"Particularly in Syria, may there be an end to bloodshed and an immediate commitment to the path of respect, dialogue and reconciliation, as called for by the international community," Benedict said, making Syria the first of several strife-torn countries he mentioned in his traditional "Urbi et Orbi" (Latin for "to the city and to the world") Easter speech.

The Syrian government on Sunday appeared to be backing out of a cease-fire deal aimed at ending the country's crisis, saying that it will not withdraw its troops from cities without written guarantees from armed groups that they also will lay down their weapons. U.N. estimates put the number of dead in that conflict at some 9,000 since it began in March 2011.

Benedict also lamented that many Syrians who have fled the conflict are enduring "dreadful sufferings" and prayed that they would receive welcome and assistance.

Underlining the pope's concern for the Middle East, the Holy See said Sunday the pope would make a three-day pilgrimage to Lebanon in September, celebrating Mass in Beirut and encouraging bishops and other churchmen in the Middle East.

Christians throughout the world on Easter celebrate their belief that Jesus Christ rose from the dead after his crucifix, and the day symbolizes hope. Benedict said that Christ is "hope and comfort in a particular way for those Christian communities suffering most for their faith on account of discrimination and persecution."

Sectarian violence in Iraq, often aimed at Christians, has prompted an exodus over the last years of many from the sizable Christian community there.

Benedict also prayed that God sustain the Christian community in Africa, where the Catholic church has been enjoying vibrant growth in recent years.

"To Nigeria, which in recent times has experienced savage terrorist attacks, may the joy of Easter grant the strength needed to take up anew the building of a society which is peaceful and respectful of the religious freedom of its citizens," he said. Terrorism has hit both the Muslim and Christian community in Nigeria.

He prayed that Mali, wracked by a recent coup, would see "peace and stability."

To the delight of the cheering crowd below, Benedict recited Easter wishes in 66 languages. He had special greetings for the people of the Netherlands, expressing gratitude for some 42,000 potted plants and floral arrangements, including sprays of Japanese cherry blossoms, roses and orchids, that brightened the square and balcony on a sometimes sunny, sometimes cloudy and breezy morning.

Benedict sat in an armchair while reading the message but stood at the end, when he gave his Easter blessing.

In Jerusalem, thousands of Christians gathered for Easter celebrations, crowding into one of Christianity's holiest churches, worshipping, singing and praying. Catholics and Protestants took turns to hold ceremonies within the ancient Church of the Holy Sepulcher, built on the site where many Christians believe Jesus was crucified and buried.

Thousands of Palestinian Catholics smashed egg shells against each other, representing Jesus' emerging from his tomb. They ate circular bread symbolizing his crown of thorns and greeted each other with the Arabic felicitation, "Christ has arisen," prompting the response: "Verily he has arisen."

At the Vatican, Benedict encouraged Israelis and Palestinians to "courageously take up anew the peace process."

Meanwhile, other Christians belonging to Eastern Orthodox churches, who celebrate Easter using a different calendar from their Catholic and Protestant brethren, marked Palm Sunday.

Several dozen Ethiopian Christians who also use the older calendar gathered in a niche of the Sepulcher church, wearing long white robes, decked in white, blue and black rimless hats. They sang in their ancient language, marking off beats with a silver instrument that made a rattling sound.

In Britain, Queen Elizabeth II attended a traditional Easter Sunday service with three generations of the royal family at Windsor Castle. The monarch was joined on Sunday by her husband, the Duke of Edinburgh, and three of her children ? Princes Andrew and Edward, along with Princess Anne. Her granddaughters, Princess Eugenie and Lady Louise Windsor, were also among those attending the service at St. George's Chapel.

Dressed in a lilac, green and white Stewart Parvin silk dress with a lilac coat and matching hat by Philip Somerville, Elizabeth took time to greet well-wishers gathered outside the chapel after the service.

In the U.S., Moravian Christian believers in North Carolina gathered for the 240th annual sunrise service in the city of Winston-Salem. It's one of the oldest and possibly the largest Easter sunrise service in the nation.

Brass bands assembled at Moravian churches across the city shortly after midnight, and at 1:45 a.m. they all played "Sleepers, Awake," before setting off on a two-hour circuit of their neighborhoods, stopping to play hymns and chorales on street corners and familiar landmarks.

"Moravians are stuck on tradition," said Dick Joyce, 62, who started playing trumpet in the brass bands as a 12-year-old. "It worked 240 years ago, so we keep doing it."

No wonder there aren't many women directors in Hollywood. Quipped one audience member after the closing night screening of "The Price of Sex". Women are making films about rape survivors and sex trafficking and Hollywood just keeps making superhero movies over and over again.

The thing about women filmmakers is they want to deal with topics that are meaningful to themselves. This isn't a new concept. What do women find meaningful? Men? Babies? Getting married? Maybe. Maybe also surviving rape and growing old and dealing with mother issues and not being trapped into life as a prostitute. It's safe to say that these are not topics that Hollywood likes to put a lot of money behind. Because audiences don't care.

Or do they?

Let's take a look at who makes up audiences today. Conventional wisdom tells us that the target audience demographic is males 18-30. Those are the audience members with disposable income. Those are the audience members going to theatres. Those are the audience members who can make or break a film at the box office. ?Increasingly, however, movies aren't in theatres anymore. Thanks to the rise in social media it is possible to watch films online.
